Downtown Boynton Beach This Summer: What to Watch

August 6, 2026

Two things happened in Boynton this summer that tell the same story from opposite ends of the city. On the last weekend of July, more than 15,000 people walked Ocean Avenue for an 80s-themed Night Market. Three months earlier, dirt started turning on an 8-story, 465-unit apartment building on the block right next to City Hall. Meanwhile, if you drove Congress Avenue in the last six months, you watched a Nashville-hot-chicken counter, a Wisconsin butter-burger drive-thru, and the framing for a 1920s-service-station burger bar all show up inside two miles of each other.

Read those together and a pattern emerges. Downtown Boynton is being pushed toward a walkable residential core on Ocean Avenue, while the chain food growth that used to define the city's identity is being routed to the Congress Avenue corridor and points west. If you already live here, this summer is the first stretch where you can see both halves happening at once.

What Ocean Avenue Is Becoming

The project everyone is going to be looking at for the next two years is called Octavia, formerly known as Town Square Apartments. Time Equities, the New York firm that assembled the land in 2023, closed a $160 million construction loan from M&T Bank in April 2026 and started work on a 3.8-acre site at 120 SE First Avenue. Kast Construction, based in West Palm Beach, is the general contractor.

Phase one is eight stories, 465 apartments, 6,300 square feet of ground-floor retail, 50,000 square feet of amenities, and a 1,055-space parking garage. Floor plans will range from studios to four-bedroom units. Amenities named in the plans include a resort-style pool, a Zen garden, a rooftop dog park, a sports lounge, a club room, a spa, and children's spaces. Typical delivery timelines for a project this size run 24 to 30 months, which points to late 2028 or early 2029 for the first residents.

The math is worth understanding, because it explains why this project moved when others have stalled. The Boynton Beach CRA approved up to $35 million in tax increment financing in a 4-1 vote. TIF is not a cash grant. It is a rebate of the future property-tax revenue the building itself will generate. Without that rebate, the numbers did not pencil at current construction costs and interest rates. Time Equities also elected to pay $4.5 million into a housing trust fund in lieu of building workforce units on site, which will fund roughly 123 units elsewhere in the city.

There is a second phase already scheduled: 433 more apartments and about 17,000 square feet of retail on a north parcel, with a required construction start no later than December 31, 2031. Nearby, the separate Ocean One development recently lined up a joint-venture equity partner and a construction loan from Madison Realty Capital, per a Newmark release. Three blocks of downtown are about to be under scaffolding at the same time.

If you live within a few blocks of Ocean Avenue, the honest read is this: expect construction traffic, staged deliveries, and lane closures on and off through 2028. What you are getting in exchange is a downtown that has residents in it after 6 p.m.

That last part is the actual thesis of the redevelopment. The CRA has said the goal is to make downtown a place people live, not just a place they work or visit. Phase-one delivery of the earlier public components, the current City Hall, the library, Fire Station No. 1, the Cultural Center, and the Centennial Park Amphitheater, cost at least $250 million and set the stage. The apartments are what convert the stage into a neighborhood.

The Congress Avenue Corridor Is Absorbing The Chain Growth

While Ocean Avenue gets residential density, the drive-thru and casual-chain growth has landed on Congress. A short list of what has opened or is coming in 2026:

  • Dave's Hot Chicken — 320 N. Congress Ave., Suite A. Nashville-style tenders and sliders with seven heat levels running from no spice to reaper.
  • Ford's Garage — 365 N. Congress Ave. Prime burgers and craft beer inside a 1920s service-station theme. Same corridor, roughly a block from Dave's.
  • Culver's — 4860 W. Woolbright Rd. The Wisconsin butter-burger and frozen-custard chain, with a rotating daily flavor.
  • Bud's Chicken & Seafood — opening in West Boynton in February 2026. This one has real Boynton roots: Bud Brinkman opened the original location here in 1957, so the "new" opening is a return to home turf.
  • C.R. Chicks — coming fall 2026 to the Publix-anchored center at the northwest corner of Boynton Beach Boulevard and Jog Road, 6677 Boynton Beach Blvd. Made-to-order chicken, house-made sides, sauces, and dressings.

Notice what is not on this list: chain drive-thrus opening on Ocean Avenue. The two food geographies are being sorted. The Yelp-tracked "hip new" list for 2026 that residents actually cite for a dinner-out night, The Fig & Barrel, Driftwood, Sweetwater, The House, Beach Club, Second Rodeo, Barcelona Wine Bar, Jax Bistro & Bar, and Agliolio, lives in a different part of the map than the Congress Avenue counter-service wave. The Bungalow at 511 NE 4th St. is one of the few downtown-adjacent additions on that side of the split.

For a household that lives here already, the practical read is that a weeknight-fast-food run and a Saturday-night sit-down are becoming two entirely separate trips.

What Is Happening At The Water While Downtown Builds

The other quiet story of the summer is at Ocean Inlet Park. The park sits on 11 acres with 600 feet of beach, a marina, walking trails, kayak and paddleboard access, and free parking. It is also mid-renovation. The 30-year-old seawall and dock system are being replaced in a Phase I project estimated at $3.6 million, offset in part by a Florida Inland Navigation District grant. Phase one includes replacing the marina bulkhead, removing the old fixed docks, and building floating day-use docks and boat lifts for the Palm Beach County Sheriff's Office, Ocean Rescue, and the Town of Manalapan marine vessels. The park is staying open through the work.

A few notes for residents who use the water:

  • PADL operates self-service stand-up paddleboard and kayak rentals at Ocean Inlet Park through an app on your phone. Useful when you decide at 9 a.m. that you want to be on the water at 10.
  • Oceanfront Park across the inlet has a Brazilian-walnut boardwalk, sail-shade canopies, and the sea-turtle sculpture the neighborhood knows. Parking is paid through ParkMobile at roughly $2.50 an hour.
  • Green Cay Nature Center runs a Night Stalkers nature tour at 8 p.m. that is worth putting on the calendar during a full-moon week if you have out-of-town guests.
  • Boynton Harbor Marina remains the departure point for the charter, dive, and fishing operators that keep the working waterfront working.

Two Weekends That Anchor The Summer

The Boynton Beach Night Market, hosted by the Boynton Beach CRA, ran Friday July 24 and Saturday July 25 at Centennial Park & Amphitheater, 120 E. Ocean Avenue. Admission was free, and the recap from the CRA reported more than 15,000 attendees across two nights, 105 local vendors, 20 of them inside the CRA district and 30 more Boynton-based. Live music, DJs, a roller-skating rink, and an 80s costume contest ran until 11 p.m. If you missed it, the numbers alone are the tell: a free two-night event pulled a crowd larger than a Panthers home game into six blocks of downtown.

The other recurring one to know is First Friday @ 5, also at Centennial Park, 5 p.m. to 9 p.m., with the Cover To Cover Band on the schedule, an artisan market, food trucks, and kids activities.

A snapshot of the parking most residents forget exists on Night Market weekends:

Lot Address
City Hall Parking Lots SE corner of Boynton Beach Blvd. and Seacrest Blvd.
First Baptist Church of Boynton Beach 301 N. Seacrest Blvd.
Former SunTrust 1725 Federal Hwy., access from NE 4th St. or SE 2nd Ave.
Park & Ride: Hester Center 1901 N. Seacrest Blvd.
Park & Ride: Senior Center 1021 S. Federal Hwy.

The Coastal Cruiser by Circuit shuttle runs through downtown during the event and is the easiest way to move between a park-and-ride and Ocean Avenue.

A Resident's Read Of The Map

Pull all of this together and the shape of the next three years starts to look clear. Ocean Avenue is going to be under construction, and at the end of it there will be roughly 900 new apartments walking distance to Centennial Park, the Cultural Center, and the amphitheater. Congress Avenue is going to keep collecting the national restaurant brands that want a drive-thru and a pylon sign. The water side of town, from Ocean Inlet Park to Oceanfront Park, is being quietly reinvested in, one seawall and one dock at a time.

If you own on the east side of I-95, the thing to watch is which restaurants and small retailers eventually take the 6,300 square feet of Octavia's ground-floor space and the 17,000 square feet in phase two. That mix will decide whether Ocean Avenue reads as an amenity strip for the building or as a downtown that also happens to have a building on it. Those are two very different neighborhoods.

If you own west of Congress, the thing to watch is whether the Publix-anchored center at Boynton Beach Boulevard and Jog Road, with C.R. Chicks arriving this fall, holds its everyday-errand pull as more chains crowd in on the same corridor.

Either way, the news for now is that the summer of 2026 was the first stretch where downtown Boynton stopped being a redevelopment plan on paper and started being a construction site with a Night Market next door.
